Second-Level Menu Items

Through user testing we’ve learned that many users will not click on second-level headings (i.e., the ones bolded in the menu) when navigating the Drupal template. However, these pages are still necessary. This means content editors should refrain from using sub-heading pages to highlight important information and instead use these pages purely as navigational pages, meaning they simply provide a list of all child pages in that sub-section.

Most commonly, departments will use H2 heading text that says “In This Section” and a bulleted list of the child pages to help make it clear that the links below are navigational links, while other units may use button-style links.
